Results of coordination report between the Northern Center of Environmental Management and local environmental protection agencies

Regional Environmental Governance Northern Center of Environmental Management County and City Environmental Protection Bureau Communication and Reporting

The Northern Center of Environmental Management oversees environmental management in nine jurisdictions including Taipei City, New Taipei City, Keelung City, Taoyuan City, Hsinchu City, Hsinchu County, Yilan County, Hualien County, and Lienchiang County. Its primary responsibilities include regional environmental quality planning, regional environmental sanitation emergency management, cross-region environmental law enforcement, and management of regional facilities. To effectively implement regional environmental law enforcement and management, the center has regularly convened the “Northern Environmental Management Operations Coordination Report” since its establishment. Through these meetings, the center maintains close communication and coordination with the environmental protection departments and bureaus of the nine northern cities and counties and other relevant agencies, achieving substantial results.

Participants included district prosecutors’ offices in north Taiwan, environmental protection bureaus and departments, the Ministry of the Interior’s Seventh Special Police Corps, the National Land Management Agency, and the Ministry of Environment’s Resource Circulation Administration. Main topics included “Illegal Waste Oil Dumping Case in North Taiwan,” “Experience Sharing on Using AI-Assisted Analysis for Air Pollution Inspections and Enforcement in North Taiwan,” and “Regulations and Policy Explanations Concerning Excavated Construction Soil and Rock Materials and Construction Waste Management.” Ten prosecutors attended.

Major topics included “Key Points for Dengue Fever Breeding-source Inspections and Matters Requiring Cooperation from Environmental Protection Bureaus and Departments,” “Dengue Fever Inspection Results across North Taiwan,” “Use of Technological Tools to Inspect Air Pollution in the Dayuan and Guanyin Industrial Parks,” “Cases Involving Investigations of Illegal Waste Dumping and Prevention of Illegal Waste Exports,” and “Public Restroom Project Inspection Guidelines and Common Deficiencies.” The meeting provided extensive opportunities for communication and coordination among north Taiwan environmental protection bureaus, and departments and related agencies.

The “Northern Environmental Management Operations Coordination Report and Keelung Environmental-Prosecution-Police Exchange Event” was held to strengthen cooperation mechanisms among the EMA, local governments in north Taiwan, and prosecutors and police agencies in the Keelung area. The chief prosecutor of the Keelung District Prosecutors Office delivered opening remarks. Topics shared included “Applications of Technological Tools and AI-assisted Analysis and Tracking,” “Review of Public Restroom Subsidy Program Implementation,” and “Explanation of Annual Local Government Evaluations.”

The meeting emphasized experience sharing on “Disaster Response Resource Preparedness and Reporting,” “Landfill Optimization and Transformation,” “Environmental Law Enforcement experience, Including Drone Operation Guidance,” “2024 Local Environmental Agency Performance Evaluations.” The goal was to jointly advance environmental management and law enforcement with the nine north Taiwan environmental protection bureaus and departments.

Key discussions focused on “Results of the 2023 Special Waste Inspection Program,” “Pollution Case Investigation Experiences from New Taipei City, Taoyuan City, and Hsinchu County,” “Environmental Protection Bureau and Department Cooperation and Precautions Notes Regarding the North Taiwan Public Restroom Construction Subsidy Program,” and the New Taipei City Environmental Protection Department was invited to share its experience in investigating pollution cases.

December 21, 2023

In addition to a keynote presentation by a prosecutor from the Changhua District Prosecutors Office and a squad leader from the Changhua County Criminal Investigation Corps titled “Uncovering an Illegal Soil Disposal Industry Chain Through Five Levels of Source Tracing,” local environmental protection bureaus and departments were requested to investigate river segments with abnormal water quality identified through monthly monitoring by the Ministry of Environment's Department of Monitoring and Information, working together toward environmental protection goals.

Major topics included “Overview of the Northern Center of Environmental Management’s Responsibilities Following the Establishment of the Environmental Management Administration,” “Explanation of Local Environmental Protection Agency Performance evaluations,” and the keynote presentation “Case Study of an Electroplating Operator Transporting and Illegally Dumping Waste Liquid at a Private Residence.”
