Joint Environmental Crime Investigation
To strengthen the monitoring and management of environmental pollution, the Environmental Management Administration (EMA) collaborates with civil environmental protection organizations in pollution investigation and prevention building a communication platform that connects environmental protection organizations, environmental protection agencies, police agencies, prosecution agencies, and judicial authorities. This facilitates exchanges on pollution investigation strategies, prevention measures and technologies, legal compliance, and environmental education concepts, enhancing the monitoring and management of environmental pollution.
Case Study of Collaboration with Environmental Protection Organizations
Reports from environmental protection organizations indicated that an illegal gravel site in the Xinwu-Guanyin area was polluting water. The Northern Center installed remote monitoring devices to collect evidence, discovering that a company discharged untreated wastewater and sludge into Shezi River during illegal gravel washing operations at the gravel site. In coordination with the Taoyuan District Prosecutors Office, a search was conducted, and evidence collected, confirming that the company's illegal discharge of untreated wastewater and sludge from gravel washing operations polluted Shezi River, with suspended solids exceeding standards downstream. Additionally, the gravel site contained waste unrelated to sand washing operations. In February 2024, the Taoyuan District Prosecutors Office filed charges against the company according to the "Waste Disposal Act."
The EMA states that a comprehensive national alliance mechanism among environmental protection agencies, police, and prosecutors has been established to investigate environmental crimes. For inter-county and city environmental crime cases, information is shared promptly, and a task force is quickly assembled to combat environmental crimes collaboratively.


On September 6, 2023, Prosecutor Chen Ning-jun from the Taoyuan District Prosecutors Office was invited to share experiences in investigating and prosecuting cases under the "Water Pollution Control Act." Attending environmental protection organizations included the Taoyuan Local Alliance, Taoyuan Coastal Ecology Conservation Association, Taiwan Clean Water Action Alliance, and Hsinchu County Guanxi Town Environmental Protection Association. Through keynote speeches, the camp strengthened interactions with environmental protection organizations and raised awareness, enhancing their understanding of administrative law enforcement processes and regulations, fostering mutual trust.

On May 17, 2024, Prosecutor Chen Ning-jun from the Taoyuan District Prosecutors Office and Senior Engineer Chen Yong-cheng from the administration delivered keynote speeches, sharing case investigation processes and outcomes. Participating environmental protection organizations included the Wilderness Association Hsinchu Branch and Hsinchu County Guanxi Town Environmental Protection Association. The camp strengthened interactions with environmental protection organizations and raised awareness, enhancing their understanding of administrative law enforcement processes and regulations, fostering mutual trust.
