Potential Pollution Hotspot Improvement
Environmental quality issues in the southern region are a focus of public concern. According to data from the Ministry of Environment's air quality monitoring and public nuisance appeal records, from October to March each year, in addition to frequent poor air quality events, of the over 60,000 public nuisance appeals filed annually, air pollution accounts for 37% and environmental sanitation issues 32%. To address this, the Southern Center of Environmental Management collaborates with local environmental protection agencies to establish the "Good Partner Resource Sharing and Mutual Support Platform" and promotes the "Southern Region Potential Pollution Hotspot Improvement Operation." This initiative is centered on the cores of "routine in-depth control" and "poor air quality response," leveraging manpower and scientific technology to jointly improve and maintain environmental quality in the southern region.
Environmental Quality Improvement and ManagementThe "Southern Region Potential Pollution Hotspot Improvement Operation" focuses on "routine in-depth control" and "poor air quality response." During the air pollution season, environmental protection agencies reinforce inspection and control of pollution sources, while generally they use existing IoT-based air pollution micro-sensors, river water quality monitoring stations, and AI-powered image monitoring systems to analyze potential pollution hotspots and suspicious pollution sources. Integrated hotspot control strategies encompassing aspects of air, water, and waste management are then implemented to conduct environmental management tasks, enhancing regional environmental law enforcement efficiency, strengthening pollution source control, and reducing pollutant emissions.



The Southern Center of Environmental Management collaborates with environmental protection agencies across seven counties and cities, including Chiayi County, Chiayi City, Tainan City, Kaohsiung City, Pingtung County, Taitung County, and Penghu County (referred to as "Good Partners"), to establish the "Good Partner Resource Sharing and Mutual Support Platform." This platform provides Good Partners with resources including big data analyses information of potential pollution hotspots and pollution sources, scientific monitoring tools, inspection case analyses, collaborative investigation support, and the prosecutor-police- environmental protection agency alliance. Through regular or irregular environmental law enforcement technical exchanges, the platform facilitates resource sharing in manpower, technology, equipment, and funding, enabling the central and local governments to collaboratively improve environmental pollution.

Collaborative efforts facilitated by the Southern Region Potential Pollution Hotspot Improvement Operation and the Good Partner Resource Sharing and Mutual Support Platform have led to the collaborative inspection of at least ten industrial park hotspots and suspicious pollution sources. These efforts have prompted businesses to enhance self-management and improve pollution control measures, yielding initial positive outcomes.
