Environmental Management Administration

The jurisdiction of the Northern Center of Environmental Management covers nine cities and counties: Taipei City, New Taipei City, Keelung City, Taoyuan City, Hsinchu City, Hsinchu County, Yilan County, Hualien County, and Lienchiang County. Its primary responsibilities include regional environmental quality planning, regional environmental sanitation and emergency response management, cross-jurisdictional environmental law enforcement, and regional facility operation and management.

The Northern Center of Environmental Management focuses on utilizing technological tools to conduct and oversee inspections of pollution sources within its jurisdiction, covering air pollution, noise pollution, water pollution, waste disposal, soil contamination, toxic chemical substances, and environmental agents. Through regular spot checks and follow-up inspections, the center ensures that pollution sources within its jurisdiction comply with environmental protection regulations and prevents environmental pollution incidents.

In addition, the Northern Center of Environmental Management collaborates with district prosecutors' offices under the Ministry of Justice and the Seventh Special Police Corps of the National Police Agency, Ministry of the Interior, to investigate and crack down on environmental crimes. Through cross-jurisdictional investigations to trace pollution sources, the center comprehensively strengthens environmental law enforcement and upholds environmental justice.

The Northern Center of Environmental Management supervises environmental cleanliness and sanitation maintenance within its jurisdiction. Its public restroom initiatives focus on promoting gender-friendly public restrooms and providing construction subsidies, with a commitment to implementing equality and age-friendly accessibility so that people of different genders and age groups can receive equal care and enjoy a safe and comfortable restroom experience. Meanwhile, smart technology guidance systems are introduced to enhance privacy and convenience, while friendly public restroom facilities integrating technological guidance, aesthetic design, and equality principles continue to be promoted.

The Northern Center of Environmental Management is responsible for the operational management of general waste treatment facilities within the region. For landfills and exposed waste, the core objective is to maintain stable landfill operations. Main tasks include providing project subsidies, implementing inspections and guidance (such as level three landfill inspections), and continuously tracking the progress of exposed waste cleanup to ensure that facility operations comply with relevant regulations. In addition, the center manages and supervises disaster and accident response for general waste facilities within the region to ensure that facilities can operate safely during emergencies.

In terms of environmental pollution incidents such as air pollution and water pollution, as well as particulate matter disasters in north Taiwan, the Northern Center of Environmental Management supervises the environmental protection agencies of special municipalities, counties, and cities within its jurisdiction in implementing emergency response measures in accordance with the Ministry of Environment’s emergency response procedures for environmental pollution incidents. When necessary, personnel are dispatched to assist with coordination or response, and the results are reported to the competent higher-level authority. In addition, the center is responsible for handling and supervising public nuisance pollution petitions within the region to ensure that each case is properly addressed and residents’ living environments are protected.

In terms of natural disaster response and environmental restoration, the Northern Center of Environmental Management dispatches personnel to the forward coordination post of the central emergency operations center to assist with on-site disaster assessments, coordination and liaison, and environmental restoration during and after disasters. For on-site disaster assessments, it assists in confirming local needs and coordinates equipment deployment to ensure that restoration work proceeds smoothly. The center also assists local governments in determining their support needs, after which the administration approves restoration subsidy plans, supervises and assists local governments in implementing restoration plans, and ensures that the environment is restored as quickly as possible.

The Northern Center of Environmental Management is committed to improving the effectiveness of environmental governance and proactively addressing various environmental challenges. In addition to strengthening cooperation with other government agencies, it establishes comprehensive and efficient environmental protection mechanisms, enhances environmental monitoring technologies, optimizes pollution source management, and continues to promote more advanced environmental protection facilities and measures, comprehensively implementing environmental law enforcement with the aim of achieving environmental justice.
