Northern Center of Environmental Management
The main governance areas include nine cities and counties: Taipei City, New Taipei City, Keelung City, Taoyuan City, Hsinchu City, Hsinchu County, Yilan County, Hualien County, and Lienchiang County. Focuses on protecting and managing the environment to ensure effective environmental protection.
We implement and supervise pollution source inspections within the jurisdiction, including air pollution, noise, water pollution, soil pollution, waste disposal, toxic chemical substances, and environmental pesticides. Regular spot checks and re-checks are carried out to ensure pollution sources' compliance with environmental regulations. The center submits periodic reports to competent authorities on the results of pollution source spot check and re-check plans within the jurisdiction and assists in inter-county (city) pollution source investigations to address environmental issues effectively. In addition, the center also facilitates the monitoring and on-site inspection of rivers, lakes, reservoirs, oceans, soil, and groundwater to maintain environmental quality within the jurisdiction.
The center also collaborates with the Seventh Special Police Corps to crack down on environmental crimes, conducting in-depth investigations into cases such as illegal waste dumping. For sites with illegally disposed business waste, we conduct delisting reviews, ensuring effective environmental restoration. Additionally, the center works with the Ministry of Justice to assist in determining criminal judgments for environmental crime cases, utilizing evidence from administrative inspections to ensure smooth case processing.



The center is responsible for maintaining environmental cleanliness and sanitation within its jurisdiction. In terms of audits, it supervises responsible units within the jurisdiction to ensure the cleanliness and maintenance of public restrooms, keeping public spaces hygienic. Furthermore, the center supervises local governments within the jurisdiction in implementing environmental cleaning and maintenance, ensuring effective execution of various measures. It also promotes and manages regional environmental sanitation efforts, addressing areas with poor conditions, transforming the environment and improving residents' quality of life.

The center oversees the operation and management of general waste disposal facilities within the jurisdiction and reviews relevant government reports to ensure facility operations comply with regulations. For waste disposal vehicles and equipment, the center conducts control, inspection, and supervision to ensure their safe and effective operation. It is also responsible for verifying, tracking, and regulating the sources and flow of general waste entering treatment facilities, ensuring transparent and compliant processing. Additionally, the center manages and supervises responses to disaster incidents at general waste facilities within the jurisdiction, ensuring safe operations during emergencies.
The center oversees the management of environmental pollution and natural disaster responses within the jurisdiction, assisting with environmental restoration and post-disaster recovery. In terms of regional environmental pollution response, the center handles and supervises emergency responses to various environmental incidents, aiding in on-site disaster assessments and coordinating communication to ensure swift and effective response measures. For environmental pollution, toxic chemical disasters, and particulate matter incidents, the center compiles results and reports them regularly to competent authorities according to on-site emergency response measures. It is also responsible for handling and supervising public nuisance pollution appeals, ensuring each case is properly addressed to protect residents' living environments.
In terms of natural disaster response and environmental restoration, the center collaborates with the administration and dispatches personnel to the forward command post of the central disaster response center for disaster relief efforts, ensuring smooth disaster response operations. The center conducts on-site disaster assessments, assists in determining local needs, and manages equipment deployment to facilitate recovery efforts. It also helps local authorities identify specific needs and seeks approval from the administration for restoration subsidy plans. The center supervises and assists local governments in implementing these restoration plans to ensure swift environmental recovery.


The Northern Center is committed to enhancing the effectiveness of environmental management and proactively addresses various environmental challenges. It aims to strengthen collaboration with other government agencies to establish a more comprehensive and efficient environmental protection mechanism. It also advances environmental monitoring technologies, optimizes pollution source management, and promotes more advanced environmental protection facilities and measures.
