Main jurisdiction includes the six counties and cities of Taichung City, Miaoli County, Nantou County, Changhua County, Yunlin County, and Kinmen County, protecting and managing their environment.
Regional Pollution Sources, Major Environmental Crimes, and Environmental Law Enforcement Investigations
The center oversees environmental law enforcement within the region, focusing on resolving pollution issues and enhancing inter-county and city collaboration to address major environmental crimes and pollution incidents. Key tasks include tackling illegal waste dumping, air and river pollution while deepening the alliance between prosecutors, police and environmental agencies and combining interdisciplinary expertise. The center has also established a pollution reporting and communication platform to strengthen cooperation and exchange of information.
To improve law enforcement efficiency, the center uses technological tools to enhance environmental monitoring and pollution control. For example, AI technology is employed for law enforcement, optimizing manpower allocation and establishing real-time pollution information monitoring systems. This allows for inter-agency coordination to swiftly address pollution incidents and implement corrective measures. Digital monitoring technology is used for in-depth inspections of water pollution in high-risk areas, and technological law enforcement is deployed in air pollution hotspots. Through cloud-based big data analysis, abnormal pollution information for hotspots is quickly identified, allowing for preventive measures to limit potential pollution impact areas.
The center also implements permit review and inspection processes, assisting businesses in complying with regulations and permit requirements. This includes cross-checking permits and reported data, regularly hosting exchange meetings with local environmental protection agencies, and providing feedback on deficiencies and violations in permit documents to enhance review quality and inspection techniques.
The center oversees the execution of regional environmental sanitation tasks, including maintaining environmental sanitation and cleanliness, managing and supervising public restroom repair subsidies, and managing environmental sanitation facility evaluations and sanitation team improvement plans.
Regional Environmental Protection Facility ManagementThe center is responsible for the operational management and supervision of environmental protection facilities. This includes reviewing and managing subsidy programs for disaster prevention and smart management of general waste disposal and treatment facilities, monitoring waste disposal vehicles and equipment usage, and tracking the flow of controlled waste materials.
Regional Environmental Pollution, Natural Disaster Response, and Environmental RestorationThe center handles environmental pollution incidents and natural disaster responses within its jurisdiction, assisting with post-disaster environmental restoration. For environmental pollution incidents, the center manages and supervises emergency response measures, conducts on-site assessments, and ensures timely and effective responses to various environmental incidents such as toxic chemical spills and particulate matter. Response measures are activated based on the situation, and results are regularly reported to competent authorities. The center also addresses public nuisance pollution appeals within its jurisdiction, ensuring residents' living environment quality.
In terms of natural disaster and environmental recovery, the center works with the administration by deploying personnel to the central disaster response center, coordinating disaster prevention efforts within the jurisdiction and ensuring smooth post-disaster response operations. Tasks include on-site disaster assessments, identifying local needs, and coordinating equipment dispatch to facilitate effective recovery efforts. Based on recovery subsidy plans approved by the administration, the center assists local governments in implementing recovery plans, accelerating environmental restoration.

Following the establishment of the Environmental Management Administration on Aug. 22, 2023, the Central Environmental Inspection Team was restructured as the Central Center of Environmental Management (hereinafter referred to as the Central Center). Its scope of work is no longer limited to auditing and inspection and encompasses more diverse environmental management works such as constructing high-quality public restrooms, promoting a high-quality environment, supervising and subsidizing landfill improvements, which are all current focuses. In terms of environmental law enforcement, as environmental crimes often involve substantial illicit profits, the organization and group-forming behind such activities tend to cause severe environmental pollution. The Central Center remains vigilant, utilizing the prosecutor-police-environmental agency platform to strengthen lateral coordination with local prosecutors' offices, police, and environmental bureaus in central counties and cities. Through smart auditing, technological law enforcement, and collaboration with environmental protection volunteer organizations, the center effectively curbs illegal activities such as waste gas emission, wastewater emission, and waste dumping by environmental criminal groups. These efforts reinforce regional environmental governance and promote self-regulation among businesses, safeguarding our shared environment.
