Public Nuisance Petition Processing
In collaboration with local environmental protection bureaus in the central region, the "Central Region Odorous Public Nuisance Petition Regional Governance Platform" was established, working with experts, scholars, and testing institutions to actively diagnose, guide, and supervise severe odor pollution cases in the central region.
Central Region Odorous Pollution Issues and Improvement PlanAccording to the administration's "Online Public Nuisance Pollution Appeals System" data, in the past three years, odorous pollutant appeal case numbers have topped the list of various pollution appeals in the central region. Therefore, in 2023, the Central Center of Environmental Management began planning the "Odor Appeal Supervision Improvement Plan." With the help of experts and scholars, and through the supervisory overall pollution depth check-up, businesses are aided in autonomously making pollution improvements, odorous pollution appeal case numbers have been reduced, and public satisfaction with environmental protection agencies' governance have improved. The number of odorous public nuisance petition have been reduced from 2022's 4,403 to 2023's 3,840.

An organic fertilizer manufacturer located in Taichung City packed business waste that had not gone through the reutilization process according to procedures detailed in the Business Waste Disposal Plan in flexible freight bags, transporting it to three locations in Fangyuan Township, Changhua County for storage. This caused strong odors and complaints to arise among local residents as well as students and faculty members at a nearby elementary schools, leading to protests.
The administration collaborated with the environmental protection bureaus of the Changhua County and Taichung City governments according to respective jurisdictions. The Changhua County Environmental Protection Bureau demanded the business to dispose of the waste according to regulations; the Taichung City Environmental Protection Bureau conducted odorous pollution testing around the company's factory, handing out penalties when test results exceeded legal standards; the administration conducted in-depth supervision of the company, confirming that it did not turn its waste into fertilizer according to the approved Business Waste Disposal Plan and referring the case to the Taichung City Environmental Protection Bureau for penalties and Business Waste Disposal Plan annulment.
Ultimately, the company transported all the half-finished compost products it stored back to its factory and contracted a legal disposal service and stopped accepting business waste for reutilization. Through the collaborative efforts between the central and local governments, public complaints are addressed smoothly and inappropriately reutilized business waste dumping is deterred.
