The Ministry of Environment (MOENV) established the Environmental Management Administration (EMA) for environmental management and law enforcement, soil and groundwater pollution remediation affairs.

The EMA has four implementation units, four supplementary units, three environmental management centers, and one task force.

The EMA's main duties include promoting regional environmental governance, implementing environmental management strategies, enhancing environmental protection facility efficiency, strengthening waste-to-energy and -resource transformations, reinforcing environmental pollution inspection and enforcement cameras, improving the environmental impact evaluation and supervision mechanism, enhancing environmental cleanliness and health management, building high-quality environments and livable cities, promoting soil and groundwater pollution prevention and improvement, and building the environmental management smart digital cloud.

  • The EMA itself has four units, and their organization and functions are as follows:
    • (1)Division of General Planning: draft, formulate, coordinate, promote, enforce, and supervise environmental management policies and regulations.
    • (2)Division of General Waste Management: reinforce general waste categorization, disposal, recycling, and reuse, manage and maintain environmental protection facilities and enhance their efficiency, promote the net zero transition of environmental facilities, assist and supervise local governments in properly disposing general waste and promote waste-to-energy and -resource transformation.
    • (3)Division of Environmental Sanitation: promote environmental sanitation, decommission old public restrooms and promote and maintain cleanliness, conduct mosquito-related disease prevention and environmental disease prevention, response, and recuperation, enhance living environment quality, and build livable cities.
    • (4)Division of Environmental Enforcement: promote environmental regional governance, assist environmental enforcement through interdisciplinary professional skill alliances, digital surveillance and smart decision-making, improve environmental evaluation inspections, enhance law enforcement effectiveness, build a green, happy homeland.

  • Centers of Environmental Management
    • (1)Northern Center of Environmental Management

    Soil and Groundwater Pollution Remediation Fund Management Board: actively promote polluted soil and groundwater remediation and protection, prevent pollution and track sediment quality, promote the sustainable use of polluted land resources.
