Implementation and Guidance of Southern Region Landfill Management

Landfills serve as facilities for the disposal and treatment of general waste. Although they fall under local jurisdiction, since the reorganization of the Environmental Management Administration under the Ministry of Environment on Aug. 22, 2023, the governance philosophy has shifted to a regional management approach. To strengthen the operation and management of disposal and treatment facilities, ensuring safety and normal usage, the administration's Southern Center of Environmental Management has progressively provided guidance to 31 landfills within its jurisdiction across Chiayi County, Tainan City, Kaohsiung City, Pingtung County, Taitung County, and Penghu County, focusing on enhancing business management practices.

Southern Regional Landfill Guidance Program

The Southern Center of Environmental Management established the "2024 Southern Region Landfill Disaster Prevention Management Guidance Program," which targets key disaster-prevention landfills, engaging experts, local environmental protection bureaus, and fire departments to jointly assess potential disaster factors at landfills. The goal is to improve operational efficiency and achieve the five major outcomes of "enhancing disaster response capabilities," "reducing disaster occurrences," "strengthening risk assessment and management mechanisms," "improving landfill facilities and equipment," and "establishing interdepartmental collaboration mechanisms." The goal is to achieve zero disasters and zero damage.

Enhancing Disaster Response Capabilities

Through systematic guidance and training, the ability of landfill management personnel and local governments to respond to disaster incidents is enhanced, ensuring prompt and effective handling of emergencies.

Reducing Disaster Occurrences

By implementing preventive measures and stringent management systems, the likelihood of landfill-related disaster is reduced, ensuring the safety of personnel and the environment.

Strengthening Risk Assessment and Management Mechanisms

Establishing or improving risk assessment and management mechanisms, conducting regular risk evaluations and safety inspections to ensure landfill operations comply with relevant safety standards and regulations.

Improving Landfill Facilities and Equipment

Based on field visits and assessments, recommendations for improving landfill facilities and equipment are provided to ensure they possess adequate disaster resilience and meet modern management requirements.

Establishing Interdepartmental Collaboration Mechanisms

Facilitating collaboration between landfill management departments, local governments, and other relevant agencies (such as fire departments), to establish joint prevention and control mechanisms. This ensures efficient and coordinated responses during disasters.

The Southern Center of Environmental Management is committed to implementing the Landfill Disaster Prevention Management Guidance Program. Through enhanced disaster response capabilities, strengthened risk management, improved facilities and equipment, and the establishment of interdepartmental collaboration mechanisms, the program's goal is to achieve zero landfill disasters. Continuous close collaboration with experts, scholars, local governments, and relevant agencies ensures the safe operation of landfills, protecting the environment and public health.
