To improve public restroom quality, local repairs and construction of new public restrooms are subsidized through the “Beautiful Environment Promotion Plan,” which aims to enhance overall restroom quality. The “Gender-friendly Toilet Doubling Action Plan” is promoted to foster an inclusive and equal environment. The “Promotion Plan for Distinctive Public Restrooms” combines local culture with civic participation to create model sites. Additionally, the “Restroom Culture Enhancement Promotion Plan” utilizes video, audio, radio, and social media to promote proper restroom etiquette and cultivate civic awareness. Concurrently, QR code feedback and outstanding public restroom evaluations are promoted to improve management and recognize model facilities, while scientific diagnosis is introduced to strengthen public restroom environmental monitoring and management efficiency, achieving the service goal of “Not Dirty, Not Wet, Not Smelly.”

To effectively curb polluting behaviors such as littering cigarette butts and waste, the draft amendments to the Waste Disposal Act, which propose raising the maximum fine from NT$6,000 to NT$100,000, were publicly announced on May 29, 2025.

The “National Monitoring Platform for the Proper Management of Exposed Waste” has been established. The public can use the website to check the temporary storage status of exposed waste across counties and cities as well as the improvement progress of each site, strengthening public oversight of the government. The MOENV also assists local authorities in upgrading waste treatment capacity, promoting the replacement of old incineration facilities and operational optimization; Except for a small number of cities and counties, most local governments have now developed sufficient capacity to handle their own waste. The central government regularly holds follow-up meetings and on-site audits, with the minister personally overseeing the implementation. These efforts ensure that local governments carry out improvement measures and accelerate waste clearance, thereby achieving the goals of proper waste management and environmental cleanliness. Moving forward, measures such as soil covering, waste packaging, and diversified treatment methods. Through digital management and site reorganization, proper treatment of exposed waste in public landfills is expected to be completed by the end of 2026, achieving waste reduction and environmental cleanliness goals.

The MOENV consolidated the plan submitted by the Tainan City Government and submitted it to the Executive Yuan for review on Feb. 4, 2025; it was approved on July 18, 2025. The project spans four years (2025 for preliminary operations, 2026 to 2028 for excavation and clearance), aiming to complete the removal of approximately 22,088 metric tons of waste from four river channel sites by 2028, and to thoroughly improve the ecological environment of the Erren River.

The MOENV actively investigates cross-regional pollution incidents and major environmental crimes, serving as a key liaison for the Prosecutorial, Police, and Environmental Authorities Cooperation Platform to strengthen central and local collaboration, thereby demonstrating its determination to combat illegal activities. Through special enforcement operations, the MOENV strengthens enforcement, seizure, and site restoration measures targeting illegal disposal and syndicated crimes, while holding commendation ceremonies to recognize outstanding achievements.

Simultaneously, the MOENV promotes the “Smart Geofencing-Based Waste Flow Monitoring” strategy, integrating cross-ministerial monitoring resources from police, land administration, and transportation agencies. By integrating AI technology into these monitoring systems, the ministry has established a national prevention network to effectively track illegal transport and disposal activities, leveraging technology to strengthen law enforcement and maintain environmental safety.

The MOENV utilizes AI technology to strengthen environmental law enforcement and governance, installing AI image recognition systems in the southern region to detect abnormal plumes, open burning, and waste disposal in real time. Combining remote monitoring with on-site inspections enhances precise enforcement and pollution control efficiency. The “Smart Environmental Co-Governance Platform Dashboard” was also built, integrating air quality, meteorological, and imagery data to provide central and local decision-making support and early warning mechanisms through AI analysis and visualization. Furthermore, public-private collaborative AI-based autonomous management is promoted, using construction sites as demonstration locations to introduce AI recognition for dust and vehicle dust-control management, significantly reducing alert events, with plans to incorporate these measures into general environmental impact assessment (EIA) commitments to promote autonomous industrial pollution reduction and smart governance.
