To reinforce control on and ensure the implementation of the overall incineration recycled aggregate flow management policy, the Ministry of Environment established the “Recycled-Aggregate Management System” (RAMS) in 2017. The system keeps a strict control on incineration recycled aggregate quality, usage, and usage location, transforming incineration bottom ash from waste that was simply disposed in landfills in the past into the valuable circular economic product of incineration recycled aggregate.

Currently, it is widely used in various road infrastructure projects, and cement products such as bricks and Jersey barriers, cement raw meal, and harbor area reclamation. Through the resource recycling of incineration recycled aggregate, it can replace natural gravel as a construction material, providing economic benefits.

Environmental protection businesses may apply for the usage permit and usage review of incineration recycled aggregate, regularly logging quality testing results and reporting receipt flows.

To apply for incineration recycled aggregate usage, construction units and other users may select their identity and enter their email address through the “Control Number Application” page. The system will automatically send the application via email. Businesses and local environmental protection agencies may log in and make monthly reports according to operation status on items including monthly operation update, test result, and flow information. On the home page, citizens may use the flow query function to review nationwide incineration recycled aggregate use locations and relevant construction information such as use, amount, and source.
