Deputy Director General Liu is a graduate of the Graduate School of Civil Engineering and Disaster Prevention, National Taipei University of Technology Engineering School. During his 35 years of civil service, he has helped establish rates for recycling fees and implemented waste removal fees and auditing and certification; taken charge of toxic chemicals, REACH and drinking water management, as well as established the environmental hormones control program, thereby effectively managing persistent organic pollutants; participated in environmental organization's efforts in Typhoon Morakot disaster relief and restoration works; and promoted the integration of the "Waste Disposal Act" and "Resource Recycling Act" formulating the bill for the "Resource Circulation Act" and promoting sustainable material management. Recently, he facilitated the site rejuvenation demonstration in the Dagang area, Nantou City, established the soil and water remediation skill certification system, and promoted review and amendment of the soil and groundwater pollution remediation fee collection program to ensure the sustainability of the fund, demonstrating his dedication to environmental protection affairs.
