Shih Sheng-Chun
Chief Secretary Shih received his master's degree from Nanhua University's Graduate School of Environmental Management. During his 36 years of civil service, he has made dedicated efforts toward environmental protection works. Aside from taking charge of the administration's part in the "Factory Management Act" amendment team, led by the Executive Yuan and Ministry of Economic Affairs, as well as coordinating policies, regulations, and other planning related to the administration, he also supervised the planning of the inclusion of environmental impact evaluation promises in permit-approving government agencies' jurisdictions, the exit strategy of environmental impact evaluation case supervision system, and the interdepartmental collaboration platform for off-shore wind power environmental impact evaluation supervision. For the seven years between 2016 and 2023, he was in charge of the promotion and implementation of environmental law enforcement, building an alliance between prosecution, police, and environmental authorities in investigating environmental crimes as well as promoting international cooperation and creating technological tools to support law enforcement.
