Environmental Management Administration

Chief Secretary Chen holds a master’s degree in environmental engineering from National Taiwan University. After graduating in 1999, he served in the air force as a second lieutenant engineering officer. In 2001, he began his career as a civil servant at the Taipei County Government Department of Environmental Protection and was responsible for waste management. In 2005, he transferred to the Environmental Protection Administration (EPA), Executive Yuan, where he was responsible for toxic chemical management, toxic chemical disaster response, environmental sanitation, river pollution remediation, water pollution fee collection, marine pollution response, waste management, and resource circulation. During his service, he was selected as the EPA’s 2016 model civil servant and the Ministry of Environment’s 2024 model civil servant. In 2025, he won the Presidential Hackathon Award for Excellent Team as part of Zha Nan, a team focused on coffee grounds resource circulation.
