Chen Yi-Hsin
Deputy Executive Secretary Chen received his master’s degree from the China Medical University’s Department of Environmental Medicine. With a deep interest in the relationship between the environment and public health, he began serving in the Environmental Protection Administration (EPA) in 1995, overseeing incineration plant construction projects, toxic chemical management, marine pollution response, recycling, soil and ground water pollution remediation and prevention, as well as international cooperation on environmental protection. In 2009 and 2021, he was recognized as a model civil servant of the EPA. During his time at the Recycling Fund Management Board, he created the tiered subsidy system, which encouraged businesses to enhance operational efficiency and pollution prevention capabilities with economic incentives. While serving the Soil and Groundwater Remediation Fund Management Board, he completed the polluted farmland remediation land use program and consolidated the overall management of underground and aboveground storage system to prevent groundwater pollution. In addition, he established the potential soil and groundwater-polluting businesses’ autonomous prevention management framework, promoting interministerial collaboration to supervise and guide businesses in pollution prevention. He also built Taiwan’s first environmental technology verification (ETV) system for soil and groundwater pollution remediation with the hopes that it will lay the groundwork for the internationalization of Taiwan’s ETV.
